Organized by French cultural institutions and artistic direction by photographer Françoise Huguier, the second edition of this biennale is organized into a total of 21 exhibitions across eight cultural institutions throughout the city.

While the photographers from Laos receive principle attention, other photographers exhibited are from France, Singapore, Korea, China, Philippines and India; and this year, for the first time, the biennale welcomes photographers from Mali and Belarus. Styles range from documentary to conceptual photography as well as digital and video art.

Highlights include an exhibition in homage to photographer Rasi, with a prize in his name given to the best emerging photographer. Furthermore, two collective exhibitions feature the work of Hmong photographers, a minority culture of Laos.
